1. Job Title: Mines Inspector (2 Positions)

Job responsibilities

  • Inspect areas for unsafe geological conditions, equipment, and working conditions;

  • Enforce PPEs usage;

  • Verify the quality of installations and equipment;

  • Ensure that the emergency facilities are in good condition;

  • Investigate hazardous conditions, including the presence of toxic or explosive gas and the practice of unsafe work behaviours by Miners, Blasters, and other mine employees;

  • Look for rotted or incorrectly placed timbers, dangerous electrical systems, defective mechanical equipment, and improperly stored explosives;

  • Investigate the cause of accident in the mine and how will be avoided and take measures for future prevention;

  • Inspect the ground support systems, processes and equipment for safe, economical, and environmentally sound extraction or underground construction activities;

  • Design, implement, and coordinate mine safety programs and standards;

  • Test air quality to detect toxic or explosive gas or dust, using portable gas-analysis equipment, in order to control health hazards and to reduce injuries and fatalities.

  • Receive progress reports of mining activities as submitted by MFO;

  • Handle complaints arise from mining; Provide support needed by miners.

  • Inspect underground or open-pit mines to ascertain compliance with contractual agreements and with health and safety laws;

  • Investigate if mining licenses correspond to activities on site;

  • Inspect if there is any illegal mining activities;

  • Inspect and verify if mining license is impacting positively to the community through provision of jobs, corporate social responsibilities…;

  • Inspect environmental compliance in mining.

  • Verify if mining license meet national mining laws;

  • Inspect if mining company meets designed mining standards and guidelines;

  • Inspect if mining company comply with traceability scheme and certification;

  • Inspect if issued license is operating or inactive (terminated the activities)

  • Carryout inspection activity for mineral certification;

  • Collect data for mineral certification;

  • Carryout monitoring and implementation of national and international standards/ICGLR Standards;

  • Fill ICGLR certification manual booklet

  • Inspect the compliance of mining licenses in traceability scheme;

  • Monitor traceability activities

  • Monitor traceability activities on site, usage of tags, performance of traceability officer on site;

  • Involve in allocation of mineral traceability staff;

  • Collaborate closely with mineral chain of custody stakeholders

Qualifications

  • Bachelor's Degree in Law, Environmental Sciences, Geology Engineering, Mining, Mine and Geology with 0 Year of relevant experience

2. Job Title: Geology Specialist

Job responsibilities

  • Take part in the development and implementation of geological research programs;

  • Carry out geological survey operations;

  • Compile geological maps and cross-sections;

  • Make an inventory of the country’s rocks and ores;

  • Identify drilling areas and supervise drillings;

  • Participate in the publication of the research findings;

  • Calculate ore deposit reserves;

  • Conduct volcanic and seismic surveys;

  • Participate in geothermal surveys;

  • Participate in relevant national and international meetings;

4. Job Title: Mining Engineer

Job responsibilities

  • Support the development of mining standards, principles and guidelines for mines and quarries regulations

  • Assess the designs and implementation of mines devel-opment plans ;

  • Assess the mines production trends and management

  • Inspect and advise the mines, processing units and smel-ters to perform their operations;

  • Give advice on the appropriate mining ,mineral processing and smelting techniques;

  • Support the supervision and enforce regulation of envi-ronment ,labor, health, safety, employment etc in mines, mineral processing units and quarries;

5. Job Title: Legal Affairs Specialist

Job responsibilities

  • Collect and keep in records all laws, decisions related to jurisprudence in the area of complaints of interest to the institution;

  • Analyze files to ensure legal compliance;

  • Provide practical legal opinions to ensure that the appropriate legal approach is taken on arising matters in accordance with exist-ing laws;

  • Provide legal advice on tender documents;

  • Review ongoing cases and advise management accordingly;

  • Review and advise the management on legal compliance of internal policies and procedures;

  • Ensure proper recording of all legal documents and precedents where the institution was involved.

  • Negotiate contracts;

  • Draft contracts and get them signed by concerned parties;

  • Communicate signed contract to all concerned parties;

  • Preserve all documents relating to the con-tract (negotiation minutes…);

  • Monitor contract execution to ensure con-tract closure, extension or renew;

  • Provide legal advice on contract disputes settlement.

  • Draft legislative instruments (Laws and regulations, MoU);

  • Ensure proper legal compliance on docu-ments produced within the institution with legal implications;

  • Work closely with parliamentary commissions to speed up the adoption of legal provisions in process.

  • Work closely with other Institutions including the Office of Attorney General by providing necessary information on legal issues involving the institution.

  • Represent the institution before the court in case he/she is entitled to do so;

  • Attend regular coordination and validation meetings organized by the Ministry of Jus-tice and other Institutions.

  • Carry out legal research and highlight potential problems that may engage the liability of the institution;

  • Propose new amendments and revision of existing legal instruments related to the mission and mandate of the institution;
