Public Health Administrative Specialist

The Embassy of the United States of America in Kigali, Rwanda is recruiting for a Public Health Administrative Specialist.

The position is open to All Interested Candidates/All Sources and available to start immediately.

Duties

The position serves as a Senior Professional Advisor, supporting U.S. Food and Drug Administration (FDA) engagement in Africa with a focus on advancing regulatory alignment, strengthening regulatory systems, and supporting the operationalization of the African Medicines Agency (AMA). The job holder leads the design, development, implementation, and evaluation of regulatory policy and technical initiatives aligned with U.S. Government (USG) strategic objectives. The position functions as a subject matter expert in regulatory science and international policy, providing technical advice, strategic guidance, and coordination across U.S. Government agencies, host governments, and international partners.

Operating at a regional—and effectively continental—level, the position engages senior stakeholders and influences regulatory frameworks governing FDA?regulated commodities, including pharmaceuticals, biologics, medical devices, and food products, representing tens of billions of dollars in annual trade across Africa and between Africa and the United States. By advancing regulatory alignment, reliance mechanisms, and harmonized standards, the position directly supports U.S. Government priorities related to public health, global supply chain resilience, and the expansion of U.S. market access.

Qualifications and Evaluations

Requirements:

  • Selected candidate(s) will be subject to a background investigation and may be subject to a pre-employment medical exam.
  • Selected candidate(s) must be able to obtain and maintain a Public Trust clearance.
  • Selected candidate(s) must be able to begin working within a reasonable period of time [normally, two (2) weeks] upon receipt of agency authorization, clearances, and certifications or the candidacy may end.

Education Requirements:

  • A master’s degree is required in Pharmacy, Public Health, Business Administration, Biological Sciences, or Regulatory Science.

Qualifications:
Experience:

  • A minimum of five (5) years of progressively responsible experience in regulatory policy, public health, international development, or a related field is required.
  • Experience working with international organizations, government agencies, or multi-stakeholder initiatives is required.

Language: 

  • Fluency speaking/reading/writing in English.

Job Knowledge:

Advanced knowledge is required in one or more of the following fields:

  • Public health
  • Regulatory science
  • Pharmacy or pharmaceutical sciences
  • Law or health policy
  • Biomedical or biological sciences
  • International relations or global health diplomacy
  • Economics or public policy

Requires understanding of regulatory frameworks governing FDA-regulated products and international regulatory systems, as well as knowledge of policy development and public health systems.

Skills And Abilities:

  • Strong analytical, communication, and stakeholder engagement skills are required.
  • Ability to analyze complex regulatory and policy issues, develop strategic recommendations, and communicate effectively with senior-level stakeholders is required.
  • Ability to coordinate across multiple organizations and manage competing priorities is required.
