Background and Context
The High Lands Centre of Leadership for Development (L4D) is a Kigali-based think tank specialising in policy research, programme evaluation, and impact assessment. L4D has been engaged as the Impact Partner Organisation (IPO) for the Mastercard Foundation to lead the Program Outcomes Assessment (POA), a study designed to generate evidence on the outcomes associated with the Foundation's
programs and investments in Rwanda.
The Program Outcomes Assessment (POA) is a one-off survey focused on understanding young people's work experiences and the extent to which they are accessing/progressing toward dignified and fulfilling work; including aspects such as reliable income, resilience, and quality of life. The POA combines quantitative surveys and qualitative interviews to capture both measurable outcomes and lived experiences of young people and other relevant stakeholders.
Data will be collected through structured questionnaires and qualitative discussion guides administered using mobile data collection platforms. The results will contribute to strengthening the Mastercard Foundation's understanding of program outcomes and will inform program learning, adaptation, and decision-making.
Purpose of the Role
Quantitative Field Enumerators will be responsible for administering structured individual surveys with selected study participants using digital data collection tools. Working under the direct supervision of Field Supervisors, they will ensure that quantitative data is collected accurately, completely, and in full adherence to the POA sampling plan and established data collection protocols.
Key Responsibilities
- Administer structured questionnaires to selected study participants using the designated digital data collection platform (e.g., CommCare).
- Follow the approved sampling plan and interview protocol to ensure representative and unbiased data collection.
- Obtain informed consent from all study participants prior to commencing each interview.
- Conduct interviews in a professional, respectful, and neutral manner.
- Ensure accurate and complete recording of all responses directly into the digital survey tool, strictly following all skip patterns and routing rules to maintain questionnaire integrity.
- Upload completed surveys to the data management system in a timely manner in line with project guidelines.
- Assist with locating and scheduling study participants and support field logistics as required.
- Participate in enumerator training and support pilot testing of survey instruments during the inception phase.
- Report data quality issues, participant refusals, or fieldwork challenges promptly to the Field Supervisor.
- Conduct follow-up visits for non-responses, incomplete interviews, or where answers require clarification, maintaining accurate records of all contact attempts and refusals.
- Meet agreed daily and weekly interview targets while maintaining data accuracy and positive respondent rapport throughout the fieldwork period.
- Adhere to all data protection, safeguarding, and research ethics standards throughout the assignment.
Required Qualifications and Experience
Education
- Diploma or Bachelor's degree in Social Sciences, Statistics, Economics, Development Studies, Public Health, or a related field.
Professional Experience
- Up to six (6) years of experience in quantitative survey data collection or field research.
- Demonstrated hands-on experience with digital data collection platforms (e.g., CommCare, ODK, KoBoCollect, or similar).
- Prior experience conducting surveys with youth, women, or vulnerable populations is an advantage.
Competencies and Skills
- Strong numerical literacy and attention to detail in recording and verifying data.
- Ability to follow structured interview protocols and questionnaire skip patterns accurately.
- Good interpersonal and communication skills; ability to engage respectfully with diverse respondents.
- Ability to work independently under field conditions while meeting daily data collection targets.
- Familiarity with research ethics, informed consent procedures, and data confidentiality.
- Fluency in Kinyarwanda is strongly preferred.
- Basic digital literacy and comfort using smartphone or tablet-based data collection applications; prior use of CommCare, Survey CTO, or equivalent platforms is an added advantage
- Demonstrated ability to handle refusals, reluctant respondents, and challenging field situations calmly and professionally, de-escalating where necessary and reporting incidents to the supervisor.
- Strong organisational skills with the ability to manage records, materials, and interview schedules accurately under time pressure and in dynamic field conditions.
- Willingness to travel within the assigned district, conduct multiple interviews per day, and maintain punctuality and reliability throughout the fieldwork period.
- Clear criminal background or willingness to undergo security and background checks as required under HLC-L4D's Safeguarding Policy prior to commencement of the assignment.
Target Candidate Profile

Team composition and field arrangements will be determined by L4D taking into account local context, field logistics, and safeguarding considerations.
Remuneration
Enumerators will be compensated on a time-based contract (daily rate). The remuneration package will cover the training and pilot testing period, fieldwork days, and transport. Payment per completed interview does not apply to this assignment. Specific rates will be communicated to successful candidates.
