About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realizing Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities

  1. Oversee the performance of the property investment portfolio to ensure alignment with the RSSB real estate investment strategic goals.

  2. Develop and regularly monitor the agreed Key Performance Indicators (KPIs) in line with the Service Level Agreement between RSSB and the Property Management company.

  3. Identify opportunities for portfolio optimization, asset enhancement, and value creation through proactive asset management strategies.

  4. Monitor and evaluate the performance of individual properties and the overall portfolio to maximize returns.

  5. Conduct regular market research to stay updated on industry trends, market conditions, and competitive landscape to make informed decisions and initiate strategic initiatives.

  6. Develop and identify opportunities for value-add improvements to enhance the performance and value of the property investment portfolio.

  7. Oversee the day-to-day operations of all RSSB investment properties to ensure properties are managed efficiently and effectively to maximize returns.

  8. Perform regular property inspections to ensure quality is maintained and the properties are always at the utmost standard.

  9. Perform regular maintenance checks to ensure issues are attended to in a timely manner.

  10. Review the leasing agreements prior to signature to ensure the tenants’ mix is the most suitable for each property.

  11. Cultivate and maintain relationships with external stakeholders, including investors, tenants, developers and property managers.

  12. Prepare and present regular performance reports for the Head of Real Estate, Senior Management and relevant stakeholders on the status of RSSB investment properties.

  13. Lead and mentor staff, prepare and develop training on property performance.

  14. Foster a culture of high performance, collaborate and continuous improvement.

  15. Perform any other duties related to the Senior Investment Property Performance function as may be assigned from time to time.

Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in Real estate, Economics, Finance, Business, Trade and Investments or any other relevant field preferably with at least 3 years’ experience.

OR

  • Bachelor’s Degree in Real estate, Economics, Finance, Business, Trade and Investments or any other relevant field preferably with at least 5 years’ experience.

  • Proven track record of managing a property investment portfolio and delivering strong performance is an added advantage.

Key competencies

Technical Competencies:

  1. The role holder must have strong asset management and organizational skills.

  2. The role holder must have excellent knowledge of property investment principles and practices.

  3. The incumbent must be proficient in real estate management tools.

Software Proficiencies:

  1. Property management software (e.g., Yardi, MRI) is an added advantage

  2. Financial analysis tools (e.g., Excel)

  3. Data analysis tools (e.g., Power BI, Tableau)

Behavioral Competencies:

  1. Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences.

  2. Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike,

  3. Must be open to change and adapt established methods for new uses within the institution.

  4. Must have a proactive and results-oriented mindset.

  5. Must have a strong attention to detail and accuracy.

Additional Information:

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
