Brazil - Rwanda Government Masters and PhD Scholarships

The Higher Education Council (HEC) wishes to inform the public that through the bilateral cooperation agreement, the Government of Brazil has offered scholarships in the academic year 2026 -2027 at Masters and PhD levels.

Interested candidates should submit the following application documents:

• Application letter addressed to the Director General of HEC;
• A copy of National ID;
• One (1) passport size photo;
• Curriculum Vitae;
• Certified copy of transcripts and Bachelor’s degree for Masters students;
• Certified copy of transcripts and Master’s degree for Doctoral students;
• Proposal research for Doctoral applicants (2 pages);
• Recommendation from the employer signed by the head of institution is an added advantage.

Please note: The interested applicants are requested to apply for admission in one of the Brazil Public University

The list of universities and the courses offered are attached to this announcement and the applicants are encouraged to apply for the courses not available in Rwanda.

The above -mentioned application documents will be submitted online to HEC MIS using the link: https://hecmis.hec.gov.rw/.

The scholarship covers tuition fees only. Any costs not covered by the scholarship will be met either through a Government of Rwanda study loan, to be applied for via HECMIS after full acceptance into the scholarship, or by the candidate using his/her own resources.

Application deadline on HEC MIS is 25/01/2026.
