CALL FOR APPLICATIONS FOR GOVERNMENT STUDY LOAN – SEPTEMBER 2026 INTAKE
The Higher Education Council (HEC) wishes to inform the public that applications for government study loans are now open for Rwandan students intending to pursue studies abroad under the September intake. The application period runs from 1st to 31st May 2026.
Study loan is awarded based on national priority areas and the availability of funds within the approved Government budget. Applicants are advised to consult the list of priority areas at this link before application.
Application Requirements:
Interested candidates are required to submit the following documents:
- An application letter addressed to the Director General of HEC, clearly indicating:
- The starting and ending dates (duration) of the academic programme
- Academic performance at the previous level, supported by degree certificates and transcripts indicating grades obtained. The call is competitive and anyone with marks less than 80% will have less chance be to be selected, though marks is not the only determining selection criteria.
- The programme of study, country of study, and mode of study (preferably full-time or part-time)
- The amount applied for, with a breakdown of costs (tuition fees, living allowance, research fees, medical insurance, etc.)
- A copy of the National ID
- A valid admission letter from a recognized foreign university
- An updated Curriculum Vitae (CV)
- Certified copies of academic certificates and transcripts
- A recommendation letter from the employer (for employed applicants), or any relevant recommendation letter for unemployed applicants
- A personal statement
Important Notes:
- All applications must be submitted online through HECMIS
- For bachelor’s degree applicants, only candidates who completed Senior Six in 2024 or 2025 and have secured admission in a foreign university are eligible to apply . Applicants admitted to local universities are not eligible to apply.
- Ongoing students already enrolled in foreign universities are not eligible to apply.
- Eligible applicants must be admitted to programmes in priority fields that are not offered by local Higher Learning Institutions.
