1. Job Title: Monitoring And Evaluation Specialist
Job responsibilities
-
Develop and implement an effective result-based M&E framework including tools and techniques to track and evaluate success of PSTA 5 and program implementation.
-
Take lead in the analysis of data collected under the monitoring and evaluation framework for assessment of progress and areas for improvement. In addition, facilitate periodic monitoring and evaluations of MINAGRI projects and PSTA 5 initiatives to determine impact levels.

Lead the review of the quality of existing data in project subject/priority areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact monitoring and evaluation.

Identify lessons learned and develop case studies to capture qualitative outputs of projects and initiatives.

Provide advice to the Ministry on improving project performance using M&E findings.

Provide regularly updated reports to the Ministry on the status of implementation of programs and PSTA 5 against MINAGRI goals and objectives.

He/she will also work with the different directorates in preparing performance reports for the Permanent Secretary and the Minister.

Compile and disseminate M&E information extracted from all available information management systems to other stakeholders as needed.

Support the Director General Planning in overseeing inspection services by leading all M&E activities related to inspection by the District Agriculture Inspectors; reporting impact as well as identifying areas of improvement.

Carry out monitoring and evaluation of NGOs projects/initiatives as well as private sector initiatives in the agricultural sector.

A holder of a Degree in any other field with PMP or any project/planning related recognized professional certification with three (3) years of relevant experience is eligible.
Qualifications

Bachelor's Degree in Economics, Public Policy, Project Management, Management, Development Studies, Statistics, Monitoring & Evaluation, Finance, Business Administration, Agriculture Economics, Agribusiness, Agriculture Sciences with 3 Years of relevant experience

Master's Degree in Management, Business Administration, Public Policy, Management, Finance, Economics, Development Studies, Statistics, Monitoring & Evaluation, Agribusiness, Agriculture Economics, Agriculture Sciences with 1 Years of relevant experience
Required competencies and key technical skills
-
Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage.

Knowledge of National Planning, budgeting and reporting framework, tools and systems
-
Knowledge of results-based management, logical framework approach, strategic planning processes and tools

Knowledge of planning, Monitoring & Evaluation of policies, programmes & projects (i.e. evaluation concepts, systems and tools);

Knowledge to draft proposals, concept notes and conduct policy analysis;

Team coordination, mentoring, coaching and supervision capabilities;

Knowledge of systematic monitoring and reporting framework

Analytical skills;

Time management and multi-tasking skills

2. Job Title: Agriculture Data Specialist
Job responsibilities
-
Lead in undertaking expert statistical interrogation and data analysis of internal and external data, exploring trends and statistical significance across multiple variables;
-
Define and utilize statistical methods to solve sector specific problems;
-
Compare and analyses provided statistical information to identify patterns, relationships and problems;
-
Analyse and present findings from analysis for a range of internal and external audiences and purposes;
-
Support the M&E Specialist to prepare regular reports, resolving data discrepancy issues and presenting results in a variety of formats. This may include but are not restricted to reports on the implantation of key strategic initiatives and progress against performance indicators;
-
Engage with the digitalization team on identifying needs in terms of data/Information Systems and data quality.
Qualifications

Bachelor's Degree in Economics, Statistics, Bioinformatics, agro-economics, Agriculture Statistics, Biometrics with 3 Years of relevant experience

Mathematical skills and knowledge of use of statistical packages such as SPSS or other statistical and or mathematical analysis programs

Skills in sampling, collecting, computing, and analyzing statistical data, and applying statistical techniques

Analytical, problem-solving and critical thinking skills
