The Rwanda Social Security Board (RSSB) is looking for a Manager Information and Systems Risk to join our Risk Management Division. institution's overall risk management framework.
The Manager Information and Systems Risk will be responsible for overseeing the management of information and systems risks across RSSB. The role focuses on developing and implementing strategies to identify, assess, monitor, and mitigate information technology risks while ensuring business continuity, cybersecurity resilience, regulatory compliance, and operational effectiveness.
Reporting directly to the Chief Risk Officer, the Manager Information and Systems Risk will provide independent oversight, advisory support, and strategic guidance on information systems risk management and digitization initiatives across the institution.

Key Duties and Responsibilities
- Identify gaps in information and systems risk management policies and procedures and recommend improvements.
- Develop, implement, and monitor business continuity plans to minimize information and systems risks.
- Monitor and manage information technology systems to ensure security and resilience.
- Coordinate testing and review of Business Continuity Plans (BCP) and Disaster Recovery (DR) procedures.
- Provide strategic advice and guidance to the Chief Risk Officer on emerging risks, regulatory developments, and policy implementation.
- Identify practical and cost-effective solutions to information security and technology risk issues.
- Provide direction in the development, implementation, and communication of information systems risk policies and standards.
- Conduct risk reviews of information technology control frameworks.
- Provide risk oversight of change management processes related to digitization and operational transformation initiatives.
- Build and maintain strategic relationships with industry peers and external stakeholders to enhance risk management practices.
- Provide oversight of high-impact information technology services and critical system components.
- Evaluate ICT controls across operating systems, applications, databases, interfaces, and networks to ensure compliance and effectiveness.
- Develop and maintain a comprehensive information technology risk assessment framework and reporting program.
- Coordinate annual planning, budgeting, and performance reporting activities for the Information and Systems Risk function.
- Prepare and present information and systems risk reports to Management, Board Committees, and other key stakeholders.
- Lead, supervise, coach, and evaluate staff within the function.
- Maintain productive relationships with internal and external stakeholders and promote RSSB's corporate image.
- Perform any other duties related to Information and Systems Risk as may be assigned from time to time.
Key Qualifications and Experience
The successful candidate must have at least:
- Master's Degree in Computer Science, Information Technology, IT Audit, Data Science, Cybersecurity, or another related field with a minimum of four (4) years of relevant experience, including at least two (2) years in a supervisory role OR
- Bachelor's Degree in Computer Science, Information Technology, IT Audit, Data Science, Cybersecurity, or another related field with a minimum of six (6) years of relevant experience, including at least two (2) years in a supervisory role.
- Professional qualifications in Risk Management, Information Systems Management, Cybersecurity, IT Audit, or related fields will be an added advantage.
