Mission/Core purpose of the Job
- Responsible for establishing and maintaining project governance, standards, tools, and oversight across technology and business initiatives at MTN Rwanda.
- The PMO ensures that all projects — particularly in mobile money, payments, digital lending, and platform transformation — are delivered on time, within scope, and aligned with strategic objectives, while adhering to regulatory requirements and operational priorities.
- The PMO serves as the central coordination and performance management function, enabling efficient execution of complex, cross-functional programmes.
Key Performance Areas
- Project Governance & Frameworks: Establish and enforce project management methodologies (Agile, Waterfall, Hybrid); define and maintain PMO standards, policies, templates, and tools.
- Ensure projects comply with internal governance frameworks and regulatory requirements (financial services, data protection, AML/CFT); maintain centralised project portfolio visibility and reporting.
- Portfolio & Programme Management: Manage and track portfolio of IT and business projects across mobile money platforms (wallets, P2P, merchant services), digital lending and financial services, and infrastructure and system upgrades.
- Prioritise initiatives based on strategic value, risk, and resource availability; provide regular reporting to executive leadership on project health, risks, issues, budget, and resource utilisation.
- Project Planning & Execution Oversight: Ensure all projects have clear scope and objectives, detailed project plans and timelines, and defined deliverables and milestones; monitor execution and ensure adherence to time, cost, and quality targets; conduct stage-gate reviews at key project milestones.
- Stakeholder Coordination: Facilitate collaboration between Technology teams (Operations, Infrastructure, Software Development and Security), Business units (Products, Sales and Distribution, Finance), and external partners and vendors.
- Act as a single point of coordination for cross-functional initiatives; ensure alignment with executive priorities and transformation goals. Risk, Issue & Change Management: Identify and track project risks, issues, and blockers.
- Manage change requests (CRs) and user requirement specifications (URSs); implement structured risk mitigation and escalation processes; maintain a centralised risk and issue register; ensure proper change governance and impact assessment.
- Financial & Resource Management: Track project budgets, expenditures, and financial performance; ensure efficient allocation of human and technical resources; monitor vendor performance and contract deliverables; provide cost optimisation insights across project execution; produce budget variance reports for executive review. Reporting & Performance Management.
- Develop executive dashboards and reports covering portfolio status, KPI performance, and delivery timelines; track key metrics: on-time delivery, budget adherence, and resource utilisation; provide actionable insights to improve delivery performance.
- Tools & Automation: Implement and manage project management tools (Jira, MS Project, ServiceNow, Azure DevOps); drive adoption of workflow automation, project tracking systems, and reporting dashboards; enhance efficiency through data-driven project management practices.
- Regulatory & Compliance Oversight: Ensure projects comply with central bank regulations, AML/CFT obligations (where system changes are involved), and data protection and privacy laws; maintain audit-ready documentation for all projects.
- Prepares and submits monthly PMO performance reports to IT leadership.
Experience
- 7–12+ years in project management or PMO roles.
- Experience in fintech, mobile money, banking, or telecom environments.
- Experience managing large-scale transformation programmes and IT and digital platform delivery. Proven track record in multi-project portfolio management.
Education Background
- Bachelor's or Master's Degree in Business Administration, Project Management, Information Technology, or related field. Fluent in English.
