Mission/Core purpose of the Job
- Responsible for the end-to-end design, availability, performance, scalability and security of MTN Rwanda’s IT infrastructure – compute, storage, network, data centre, and cloud – and of the enterprise data platforms that power the business.
- Ensures resilient, secure and cost-efficient infrastructure together with trusted, well-governed data foundations (data lake, data warehouse, databases, streaming and analytics platforms) that enable telecom, fintech and digital services.
- The role partners with engineering, cybersecurity, vendors and business leadership to enable scalability, innovation, data-driven decision-making and customer trust across the MTN ecosystem.
Key Performance Areas
- Infrastructure Operations & Availability: Own the design, build and run of compute, storage, network, virtualisation and data centre services; ensure high availability, scalability and resilience for critical telecom and MoMo workloads; maintain and continuously improve SLAs, OLAs and uptime targets.
- Cloud & Hybrid Management: Drive cloud adoption, migration and FinOps across public/private/hybrid environments; ensure secure, well-architected and cost-optimised cloud landing zones and workloads.
- Data Platform Engineering & Governance: Own enterprise data platforms – data lake, data warehouse, databases, streaming and pipelines; ensure data availability, integrity, lineage, quality and accessibility to enable analytics and AI/ML.
- Capacity, Performance & Demand Management: Lead capacity planning, performance tuning and demand forecasting; proactively identify and resolve bottlenecks before business impact.
- Security, Compliance & Risk: Enforce infrastructure and data security controls including access management, hardening, patching, encryption, logging and monitoring; support regulatory audits and data protection compliance; partner with Cybersecurity on incident handling.
- Business Continuity & Disaster Recovery: Own BCP and DR for infrastructure and data platforms; ensure backup, replication and restoration confidence; conduct regular DR testing aligned to regulator expectations.
- Cost, Asset & Lifecycle Management: Manage infrastructure budgets, asset lifecycle, licensing and capacity investments; drive cost optimisation and value realisation.
- Automation & Infrastructure-as-Code: Drive automation, Infrastructure-as-Code, and self-service provisioning to improve speed, consistency and reliability.
- Vendor & Managed Services Oversight: Ensure infrastructure, cloud and data vendors meet contractual SLAs, KPIs and security requirements; drive performance reviews, escalation management and cost optimisation.
- Leadership & People Management: Lead and develop infrastructure engineers, cloud engineers, database administrators and data engineers; build shift/on-call models and a culture of accountability and continuous improvement.
- Prepares and submits monthly infrastructure and data platform performance reports to IT leadership.
- Lead and develop infrastructure engineers, cloud engineers, database administrators (DBAs) and data engineers.
- Establish and manage on-call and shift models for critical infrastructure and data platform support.
- Conduct performance reviews, coaching and capability development.
- Foster a culture of accountability, resilience, engineering excellence and continuous improvement across the Infrastructure and Data Platforms function.
Experience
- 10+ years of IT experience, with 5+ years in senior infrastructure, cloud, or data platform leadership roles.
- Strong experience designing and operating data centres, hybrid/cloud infrastructure, databases and enterprise data platforms in mission-critical environments.
- Proven track record managing capacity, availability, vendor management and regulatory/data protection compliance.
- Experience in telecom, fintech, or high-volume transaction environments is an advantage.
Education Background
- Bachelor’s Degree in Information Technology, Computer Science, Engineering, or related field. Master’s Degree or MBA is an advantage.
- Relevant certifications such as cloud (AWS/Azure/GCP), infrastructure, virtualisation, or data platform certifications. Fluent in English.
