Are you a highly driven delivery leader with a passion for digital transformation, operational excellence, and turning strategy into execution? The Rwanda Social Security Board (RSSB) is looking for an Executive Advisor to join the Office of the Chief Technology and Innovation Officer (CTIO). This is a unique opportunity to play a pivotal role in one of Africa's most ambitious in-house digital transformation programs.

The Executive Advisor will work at the center of RSSB's digital ecosystem, driving execution across Engineering, Product, Enterprise Solutions, and Infrastructure teams. The role is responsible for ensuring strategic priorities are translated into measurable outcomes by strengthening delivery discipline, removing operational bottlenecks, coordinating cross-functional initiatives, and supporting executive decision-making.

Reporting directly to the Chief Technology and Innovation Officer (CTIO), the Executive Advisor will work closely with department heads, squad leads, and senior stakeholders to accelerate delivery, improve organizational effectiveness, and foster a culture of accountability and continuous improvement.

About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population. RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation.

RSSB manages six social security schemes: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Saving Scheme). As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 3.06 trillion Rwf, RSSB invests in key sectors of the economy and plays a crucial role in growing the country's financial sector. With approximately 12 million members across its schemes, RSSB covers over 90% of Rwanda's population.

Key Duties and Responsibilities

  • Drive delivery across squads and departments by maintaining visibility over strategic initiatives, monitoring progress, identifying risks, and ensuring timely resolution of blockers.
  • Strengthen delivery culture by supporting effective planning, execution, accountability, continuous improvement, and performance management practices.
  • Coordinate activities across Engineering, Product, Enterprise Solutions, and Infrastructure teams to ensure alignment of priorities and successful execution of cross-functional initiatives.
  • Anticipate, identify, and resolve operational and delivery challenges in a timely and effective manner.
  • Support executive decision-making by providing strategic insights, delivery updates, risk assessments, and implementation plans.
  • Translate strategic priorities into actionable roadmaps, execution plans, and measurable outcomes.
  • Facilitate communication and collaboration between department heads, squad leads, and key stakeholders.
  • Monitor delivery performance and ensure organizational objectives are achieved within agreed timelines.
  • Drive accountability and promote a high-performance culture across teams.
  • Support organizational transformation initiatives and continuous improvement efforts.
  • Develop strong working relationships with internal and external stakeholders.
  • Provide leadership, coaching, and constructive feedback to teams and individuals where required.
  • Perform any other duties as assigned by the Chief Technology and Innovation Officer.

Key Qualifications and Experience The successful candidate must have at least:

  • Bachelor's Degree in Information Technology, Computer Science, Software Engineering, Business Administration, Project Management, or a related field. A Master's Degree is an added advantage.
  • Minimum of five (5) years of experience in digital delivery, product operations, technology program management, or a related field.
  • At least three (3) years of experience in a senior role coordinating multiple teams and complex initiatives simultaneously.
  • Proven experience working within Agile and Scrum environments, including sprint planning, backlog management, release coordination, and squad ceremonies.
  • Demonstrated experience working in a digital factory, software product organization, technology-driven environment, or large-scale transformation program.
  • Experience leading and influencing multidisciplinary teams without direct authority.
  • Familiarity with the Spotify operating model, including squads, tribes, and chapters.
  • Professional certifications in Agile, Scrum, Program Management, SAFe, PMP, PRINCE2 Agile, or related disciplines will be an added advantage.
  • Experience in financial services, insurance, healthcare systems, or public sector digital transformation is an added advantage.
