RSSB is recruiting a Senior Officer, Registration to strengthen EjoHeza member onboarding, registration data quality, digital channel monitoring and BI reporting inputs. Reporting to the Lead, Registration & Savings, the role manages the registration pipeline across self-registration, group registration, dependent registration and partner-triggered default registration. The role supervises Officers, Registration and ensures clean, complete and usable member data for operations, analytics, and benefits administration.

About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely:
Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities

  • Manage the end-to-end registration pipeline across USSD, web portal, assisted channels, group submissions, dependent registrations and default registrations.
  • Verify member identity, KYC information, contact details, location data, consent records and completeness of registration files before account creation.
  • Coordinate NIDA, CRVS or other identity validation dependencies and escalate downtime or validation failures with clear business impact data.
  • Validate bulk registration files from employers, cooperatives, saving groups and partners, including duplicate checks, error reports and resubmission follow-up.
  • Ensure membership or account creation confirmations are issued within agreed turnaround standards.
  • Maintain a failed and incomplete registration register, track causes, clear backlogs and report recurring failure patterns to the Lead.
  • Enforce member data quality standards for demographic data, phone numbers, location, occupation, sponsor, channel source and consent evidence.
  • Coordinate with field officers, agents, partners and sponsors to improve data submission quality and reduce avoidable registration errors.
  • Monitor digital onboarding channels, including completion rates, failure points, uptime issues, OTP or validation errors, and user experience bottlenecks.
  • Prepare registration performance reports covering submissions, completions, backlogs, failure reasons, channel performance, geography and member segments.
  • Maintain accurate BI inputs for dashboards and management reports, and validate registration datasets before use in performance reviews or campaigns.
  • Analyse registration-to-first-contribution conversion and provide activation cohorts to the Savings and CVM teams for follow-up.
  • Manage registration-related member inquiries and complaints, ensuring timely resolution and escalation of systemic issues.
  • Supervise Officers, Registration by assigning work, reviewing outputs, coaching on data standards and tracking turnaround times.
  • Support continuous improvement of registration SOPs, digital forms, bulk templates, consent mechanisms and process controls.

a. Key Qualifications and Experience

The successful candidate must have at least:

  • Bachelor's degree in Information Systems, Statistics, Data Analytics, Economics, Business Administration, Public Administration, Finance or a related field. Training in SQL, BI tools, data quality management, digital onboarding or project management is an added advantage.
  • At least two (2) years of relevant experience in registration, onboarding, KYC operations, data operations, customer operations, social protection, financial services or a related field.
  • Experience managing digital or assisted onboarding channels, bulk data submissions, member records or customer master data.
  • Demonstrated ability to clean, validate and interpret operational data for performance reporting.
  • Experience working with field teams, agents, employers, cooperatives, government agencies or other distributed data collection networks.
  • Experience supervising a small team or reviewing operational outputs is required. Experience in pension, social security or financial inclusion programmes is an advantage.

b. Key competencies

Technical Competencies:

  • Registration, onboarding, KYC and member record management.
  • Data quality controls, duplicate detection, validation checks and exception registers.
  • BI reporting inputs, dashboard data validation and operational performance reporting.
  • Digital onboarding channels, USSD, web portals and assisted registration processes.
  • Advanced Excel; working knowledge of SQL, Power BI, Superset or similar BI tools is strongly preferred.
  • Understanding of data protection, member consent and social security administration is an advantage.

  • Practical problem solver who clears backlogs and fixes recurring process failures.
  • Data-driven and able to turn registration information into useful management insight.
  • Clear communicator with field teams, partners, IT and member-facing teams.
