The Manager, Coverage Expansion & Social Security Products will lead the design, growth, and scale-up of innovative social security products and coverage expansion initiatives aimed at increasing participation across underserved and non-traditional worker segments, including formal and informal workers, self-employed individuals, SMEs, cooperatives, and emerging digital economy participants.
Working closely with internal and external stakeholders, the role will drive contributor growth through product innovation, strategic partnerships, digital channels, and data-driven decision-making while positioning RSSB as a leading and inclusive social security institution in Africa.

About RSSB
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1), RSSB manages six social security schemes, namely:
Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities
Coverage Expansion & Product Development
- Develop and implement strategies to expand social security coverage across underserved and non-traditional worker segments.
- Lead the design, testing, and scale-up of innovative social security products and flexible contribution models.
- Drive contributor onboarding, acquisition, engagement, and retention initiatives across multiple channels.
Strategic Partnerships & Stakeholder Engagement
- Build and manage strategic partnerships with financial institutions, fintechs, cooperatives, employers, digital platforms, and other ecosystem players.
- Collaborate with internal and external stakeholders to ensure effective implementation of coverage expansion initiatives.
- Lead cross-functional initiatives involving technology, operations, and external partners.
Innovation & Digital Transformation
- Lead pilot programs and innovation initiatives aimed at improving contributor experience and operational efficiency.
- Support digital transformation initiatives and process optimization efforts.
- Promote innovative and customer-centric approaches to social security services.
Data Analytics & Reporting
- Monitor product and coverage performance using data analytics and recommend continuous improvements.
- Prepare strategic reports, dashboards, and recommendations to support decision-making and performance management.
- Apply data-driven insights to improve customer acquisition, retention, and product performance.
Compliance & Operational Excellence
- Ensure compliance with relevant policies, regulations, and institutional objectives.
- Contribute to achieving departmental strategic and operational goals.
- Perform any other duties related to coverage expansion and social security product development as assigned by the Head of Contributions.
a. Key Qualifications and Experience
The successful candidate must have at least:
- Master's Degree in Business Administration, Economics, Finance, Public Policy, Innovation Management, Technology Management, Data Analytics, Digital Financial Services, Social Protection, or related fields with at least 7 years of relevant professional experience, including 3 years in a leadership or supervisory role OR
- Bachelor's Degree in the above fields with substantial relevant experience and a demonstrated track record of innovation and growth delivery with at least 7 years of relevant professional experience, including 3 years in a leadership or supervisory role
Professional Experience
- Minimum of 7 years of relevant professional experience, with at least 3 years in a leadership or supervisory role.
Demonstrated experience in at least two of the following areas:
- Product development and management
- Business growth and market expansion
- Digital financial services
- Fintech or platform ecosystems
- Customer acquisition and retention
- Strategic partnerships
- Innovation or service design
- Data-driven decision-making
- Proven track record of designing, launching, or scaling products, services, or growth initiatives.
- Experience managing cross-functional initiatives involving technology, operations, and external stakeholders.
- Experience in digital product environments, financial inclusion initiatives, or customer growth functions is an added advantage.
